The procedure for migration registration of foreign nationals has been updated

Federal Law 182-FZ amending Federal Law 109-FZ On Migration Registration of Foreign Nationals and Stateless Persons in the Russian Federation became effective on September 7, 2020.

Registration and notification of place of stay

All foreign nationals who are homeowners in Russia may now act as a host and register other foreign nationals at their place of stay. This new rule also applies to family members.

Participants in the State Program for Assisting with the Voluntary Resettlement of Compatriots Living Abroad and Their Family Members to the Russian Federation are now no longer required to register at their place of stay for a period of 30 days.

The new also allows submitting an application for registration (deregistration) at the place of residence as well as registering and deregistering at the place of stay through Public Services from the effective date of the law, i.e. September 7, 2020. However, when these functions become available in Public Services depends on the authorities of the constituent entities of the Russian Federation. It is therefore a good idea to find out in advance whether it is possible to submit applications and register electronically in your region.

If a foreign national’s receiving party/host is outside the Russian Federation, the foreign national must notify migration authorities of his/her actual place of stay.

New migration registration forms have been issued and used since June 13, 2020.
