Registration rules for foreigners during FIFA World Cup

Russian tourist visa is not required for FIFA 2018 visitors until December 31st

FIFA World Cup has passed and the rule described below is no longer effective. Instead there are some good news for those who have FAN IDs. 

On August 3, 2018 the new rule came into force: foreign nationals who attended matches of the 2018 FIFA World Cup as spectators may enter and exit the Russian Federation without visas, having only their passports and FAN IDs obtained before or during the sports competition. This rule will be effective to December 31, 2018

Registration during FIFA World Cup (the rule is not longer effective)

A presidential decree has tightened security measures for the duration of 2018 FIFA World Cup in Russia, and special rules will apply to migration registration during that time.

Key point: Foreign nationals traveling to cities hosting football matches will be required to register at their place of stay within 3 days of entry into the country. The date of entry is indicated in the immigration card handed over to foreigners at the border.

This rule will be effective from May 25, 2018 to July 25, 2018.

  • Moscow
  • St. Petersburg
  • Volgograd
  • Yekaterinburg
  • Kazan
  • Kaliningrad
  • Nizhniy Novgorod
  • Rostov-on-Don
  • Samara
  • Saransk
  • Sochi

Special details: It will be possible to register only with the local offices of the Russian Ministry of Internal Affairs or Multifunctional Centers for Provision of State and Municipal Services.

Mandatory registration: All foreign nationals will need to register regardless of their status (including highly qualified specialists and employees with a work patent). The decree does not apply only to the championship participants and FIFA representatives, its subsidiaries and associated organizations and confederations.

Foreign employees may be registered on behalf of their company and their arrival notice may be signed on behalf of their company only by a person employed by the very same company. Inspectors do not usually check this requirement, but they could request a copy of the employment order for people registering on behalf of the company.

Required documents:

  1. One notice of arrival per foreign national stamped with the company seal and signed by the employee authorized to do so (please note that a new notice form has been in use since November 23, 2017). For foreign nationals with a visa, their duration of stay corresponds to their visa validity term;
  2. A copy of foreign national’s passport (page with photo + pages with relevant details);
  3. A copy of visa (citizens for whom a visa is required);
  4. A copy of immigration card (except for citizens from Belarus);
  5. Original and copy of the power of attorney issued to the person authorized to register foreign nationals, specifying its validity term. The power of attorney must confer the right to sign documents, including notices of arrival;
  6. Original (upon submission in person) and copy of the passport of the person responsible for migration registration;
  7. Original and copy of the power of attorney issued to the person responsible for migration registration;
  8. Original and copy of the power of attorney issued to the representative submitting documents;
  9. Original and copy of the passport of the representative submitting documents;
  10. If a foreign national entered Russia through another city and first registered there, then it will be necessary to submit the original detachable section of the arrival notice issued for the previous address. It is recommended to keep a copy of this document.

The company seal must be affixed on all copies.

The Ministry of Internal Affairs will issue a notice of registration which serves as confirmation of registration at the place of stay. Registration is valid until arrival in another city, region or border crossing. The stamp of the Ministry of Internal Affairs should be on the back of such notice which should also specify the date of receipt of the notice and be signed by an inspector of the Ministry. Failing to meet any or all of these requirements, the registration will not be valid.

We recommend planning visits in advance and informing people in charge of registering foreign nationals of any trips as it takes some time to prepare and submit documents to the Ministry of Internal Affairs.

Instructions for individuals coming for the World Cup or simply traveling to Russia

The host (hotel, hostel or owner of rented apartment) will need to register foreign nationals. Before renting any accommodation, we recommend finding out whether the host will be able to register you.

If you book a room in a hotel, then you will need only to provide the required documents during check-in at the hotel. This process is usually well-established in hotels, and they know what needs to be done.   

If you stay in an apartment, we recommend discussing the registration issue with the apartment owner beforehand.

Although both foreign nationals and their host are liable for violation of registration rules, landlords often decline to register their guests.

Your host will need the following documents to register you:

  1. A copy (and original, if necessary) of immigration card;
  2. A copy of all the relevant pages of passport;
  3. A copy of visa (or other documents such as work permits, patent, etc. if available);
  4. If you have already stayed elsewhere in the Russian Federation, then the original notice of arrival at this place of stay with the registration mark.

Landlords must visit the local office of the Ministry of Internal Affairs with these documents to obtain a notice of registration serving as confirmation of registration at the place of stay. Such registration is valid until arrival in another city, region or border crossing and looks as follows:

The stamp of the Ministry of Internal Affairs should be on the back of such notice which should also specify the date of receipt of the notice and be signed by an inspector of the Ministry. Failing to meet any or all of these requirements, the registration will not be valid.

It is also a good idea if either you or your landlord finds out the working hours of the local office of the Ministry of Internal Affairs that will need to be visited for registration. No information on their working hours during the World Cup is available for the time being, but last year, during the FIFA Confederations Cup, all local offices worked the same, including on Saturday and Sunday with a shorter working day on weekends.
